Maryland Department of Transportation’s Vital Records Partnership

The Maryland Motor Vehicle Administration (MVA) – a division of the Maryland Department of Transportation – has long collaborated with the Maryland Department of Health’s Vital Statistics Administration to receive in-state death records to ensure the MVA maintains accurate driving record data. To enhance data integrity for individuals who pass away outside Maryland, MVA partnered with the National Association for Public Health Statistics and Information Systems or NAPHSIS to utilize its Electronic Verification of Vital Events – Fact of Death service. By streamlining record updates, the $7,700 project improved efficiency, allowing staff to focus on serving living customers more effectively. Improved data integrity helped prevent identity fraud, reduced administrative errors, and saved taxpayers money by eliminating unnecessary mailings. By submitting 7.7 million driving records, MVA identified over 178,000 deceased individuals, with 85 percent of matches automatically updated and the remaining 27,000 manually reviewed in just 35 days. The project eliminated unnecessary mailings saved MVA $112,500 per renewal cycle. Due to its success, MVA plans to continue this process annually to maintain accurate driver records and improve operational efficiency.
