Kentucky Transportation Cabinet’s KYTC’s Culture of Safety

In 2020, the Kentucky Transportation Cabinet renewed its commitment to making safety a top priority. As part of that effort, the KYTC established an Office of Safety that reports directly to the agency’s secretary. Costing $5 million, the project’s mission is to elevate safety programs, collaborate with national experts, assess current practices, and promote continuous improvement. By fostering stronger connections between employees and highway safety professionals, KYTC is working to transform the culture of safety across all areas of transportation. KYTC’s safety management system, BOOTS, engages employees at all levels, enabling them to quickly share critical safety information such as near misses, safety improvement ideas, and potential hazards. KYTC Leadership reviews and acts on this input, promoting a proactive, engaged safety culture across the Cabinet. As a result, the agency said potential Serious Injury and Fatality or SIF events became a training focus, with employees at all levels empowered to recognize unsafe situations and halt jobs before harm occurs.
