Kentucky Transportation Cabinet’s Right-sizing, Roundabouts, and Revitalization: Ashland’s Winchester Avenue Streetscape Improvements

The Kentucky Transportation Cabinet initiated this project to transform a previously high-traffic, four-lane corridor serving city of Ashland’s downtown into a safer, more pedestrian-friendly passageway that has become a sought-out destination. The $6 million initiative ultimately improved quality of life in the community by reducing traffic speeds and congestion, while enhancing walkability and creating a visually appealing space – all of which encouraged residents and visitors alike to spend more time in downtown Ashland. The project transformed Winchester Avenue from a simple traffic corridor into a thriving, pedestrian-friendly destination by installing roundabouts and reverse angle parking spaces among other changes. Redesigned streets make it easier for pedestrians to walk downtown, thanks to shorter crossing distances, slower traffic, and additional aesthetic improvements such as benches and lighting. New businesses have opened along the corridor with foot traffic increasing significantly – helping support local commerce and drawing visitors to the area’s shops, restaurants, and cultural sites. Transforming this major traffic corridor has shown how infrastructure improvements can extend beyond functionality to foster economic growth, enhance public safety, plus create vibrant and welcoming public spaces that support community well-being.
