The Illinois Department of Transportation took a proactive, multipronged approach to ensure a smooth and safe 2024 eclipse experience—learning lessons from the 2017 solar eclipse, when unplanned lane closures and severe gridlock caused major disruptions and negative media coverage. Following a detailed internal review, Illinois DOT began early preparations for the 2024 event, aiming to deliver a safer, more efficient experience for travelers. In 2022, the agency banned nonemergency lane closures during the eclipse and developed a comprehensive Emergency Traffic Incident Plan. It also prioritized early communication with the public and local officials and coordinated closely with other state agencies and neighboring states.
The results exceeded expectations: traffic flowed smoothly, no serious crashes occurred, and the event passed without negative media attention. There was no cost to this project, other than staff time. No new equipment or assets were purchased and, the operations team took a proactive approach years in advance – designating key staff to serve in leadership positions planning for the event. State agencies, along with neighboring states, coordinated more effectively to emphasize the importance of public planning in ensuring a safe and enjoyable experience.
