The Kansas VRUSA Tool, launched in May 2024, helps local agencies identify high-risk areas for vulnerable road users and prioritize safety improvements. From 2014–2021, Kansas saw 1,034 serious injuries or fatalities involving pedestrians and cyclists—over 85% on locally owned roads lacking safety resources.
Developed by Kansas DOT with local partners and costing more than $734,000, the tool streamlines project planning, funding applications, and safety analysis. It has already supported $40 million in new safety investments, including sidewalks, crossings, and bike infrastructure. It also contributed to a record number of Transportation Alternatives Program applications and helped Kansas rise nine spots in national bike-friendliness rankings.
The Infrastructure Investment and Jobs Act (IIJA) boosted these efforts by enabling greater use of Highway Safety Improvement Program (HSIP) funds, especially to support local match requirements and non-motorized safety projects. The VRUSA Tool is driving smarter, community-focused investments and making Kansas roads safer statewide.
