Minnesota Department of Transportation’s Integrated Field Tools for Seamless Digital Inspection

Minnesota Department of Transportation’s Integrated Field Tools for Seamless Digital Inspection project improved safety and mobility by reconstructing and expanding 16 miles of Highway 23 from two- to four-lanes. The $34.5 million project realigned and improved access at several intersections as well as developed sight distances at a significant curvature along the route. Safety was a key priority, with the divided highway eliminating high-speed, head-on traffic. Realigned intersections and improved sight distances made the corridor safer to navigate. The four-lane expansion boosted capacity, freight movement, and overall mobility, while also supporting business growth and improving access to jobs, schools, healthcare, and local destinations. The IIJA enabled Minnesota DOT to adopt innovative technologies that improve efficiency and resource use. Tools like 3D models, GPS Rovers, Mobile Inspector, and AASHTOWare enhanced coordination between inspectors and contractors, helping deliver the project on time and under budget. The development of this technology will allow us to better use IIJA funds on all projects more efficiently.  Minnesota has received an Advanced Digital Construction Management Systems (ADCMS) grant through the IIJA program to support aspects of this project.
