Indiana Department of Transportation’s Indiana Safe Zones-Automated Speed Enforcement program resulted from the House Enrolled Act 1015 passed in 2023 by the state legislature with the aim of reducing the number of vehicles exceeding speed limit by more than 11 mph in highway work zones.
Following planning and field testing in 2023 and 2024, INDOT deployed four Safe Zones in 2025 on I-65, I-69, I-70, and I-465. Across all four worksites, the Safe Zones program reduced the number of vehicles travelling at excessive speed in those select highway work zones by approximately 10 million vehicles in calendar year 2025. From 6 a.m. to 6 p.m., commercial vehicles had the largest percentage drop (41 percent) in excessive speeds, with passenger car excessive speeds reduced by 34 percent.
The $3 million project also received a $1 million Accelerated Innovation Demonstration grant from the U.S. Department of Transportation in 2023 to accelerate the development and administration of a new agency program, allowing INDOT to pursue aggressive deployment timelines.
