California Department of Transportation’s Heavy Highway Construction Trades Heavy Equipment Operator Academy

The $3.6 million Caltrans Heavy Equipment Operator or “HEO” Academy is tackling California’s construction workforce shortage by providing hands-on training, support services, and direct career pathways into highway construction, especially for underserved communities. Backed by $1.1 million in Infrastructure Investment and Jobs Act funding, the HEO Academy advances equity and workforce development goals. With a 95 percent graduation rate in its most recent cohort – and multiple participants securing jobs within 30 days – the program is already delivering results. By offering ongoing post-graduation support and additional training, the HEO Academy helps residents gain in-demand skills, access high-wage careers, and contribute to timely, cost-effective infrastructure delivery. It’s not just workforce training – it’s an investment in community resilience and economic mobility.
