Nebraska Department of Transportation’s Scribner Bypass and Integrated Levee

The Scribner Bypass and Integrated Levee project combines an upgraded highway with a built-in levee system to improve traffic flow and protect against flooding. Led by the Nebraska Department of Transportation, this $180 million project reduced transportation costs, eased congestion, and provided more reliable access for rural communities. Previously, the outdated two-lane highway faced frequent delays and detours, especially during floods. The new design not only improves daily travel but also protects surrounding homes and businesses from flood damage. This is the only highway in Nebraska with a fully integrated levee. To meet U.S. Army Corps of Engineers standards, Nebraska DOT used special materials and features like floodgates and custom piping. Unlike standard projects that use one-dimensional modeling, this one used advanced two-dimensional hydraulic modeling to better understand the floodplain and improve both protection and highway function.
