North Dakota Department of Transportation’s Highway 2 Reduced Conflict Intersections

The Highway 2 Reduced Conflict Intersections project improved safety and mobility along U.S. Highway 2 by adding three Reduced Conflict Intersections, 10 turn lane upgrades, improved lighting at seven intersections, and resurfacing 12 miles of roadway. Initiated by the North Dakota Department of Transportation in response to a study of crash data – four fatalities and 14 serious injuries between 2014 and 2019 – the $8 million project focused on high-crash areas to reduce severe collisions. Using funds from the Infrastructure Investment and Jobs Act, the project was 90 percent federally funded and 10 percent state funded. The project offered a cost-effective solution compared to more expensive alternatives such as roundabouts, interchanges, or extensive turning lane additions. It also significantly reduced the number of conflict points at each intersection – from 16 in traditional designs to just eight – according to the Roadway Congestion Index.
