The Pennsylvania Department of Transportation used the replacement of a severely deteriorated bridge and ramps at the intersection of the Boulevard of the Allies with Forbes Avenue and Fifth Avenue to bring together the City of Pittsburgh, community development groups, and public agencies to design a project that would benefit the region both functionally and aesthetically.
