South Carolina DOT is streamlining environmental planning and the permitting process to deliver projects on time through new technology. In partnership with the University of South Carolina, SCDOT was able to develop applications and web-based smart forms to assist with environmental streamlining. This project was a game changer for the mitigation banking community, SCDOT staff and consultants, and the traveling public. The E-permit smart form is expected to save SCDOT money by reducing consultants on contract by 30 to 40 hours per month based on a monthly average of two general permits.
