TX: IH-10 Katy Freeway/IH-610 West Loop

In 2004, the stretch of Interstate 10 and Interstate 610 outside of Houston, Texas, was ranked as the second worst bottleneck in the country by the American Highway Users Alliance. Texas DOT finished the project three months early, not only improving traffic flow, but also realizing significant gains in safety, air quality and overall quality of life in the area.
