Maryland Department of Transportation—I-270 Innovative Congestion Management Progressive Design-Build Project

To relieve one of the most congested corridors in Maryland, MDOT sought the help of the private sector. Within the Progressive Design-Build process, MDOT issued a request for proposal with no defined scope, allowing outside players to provide “unfettered, boundless reign to ingenuity, innovation and development for the optimal solution.” The only limitation was that the successful firm would receive a fixed total of $100 million if they could move the most vehicles the fastest and farthest along the corridor. Proposals were received and MDOT chose a firm that will allow for a travel time savings of 30 minutes southbound while breaking 14 bottlenecks during the morning peak hours, a welcome change for area commuters.I-270 Innovative Congestion Management Progressive Design-Build Project--Maryland DOT
