This $42 million project, also known as the Bell Grand Project, included the construction of a new Bill Road bridge over US 60 (Grand Avenue) and the adjacent railroad tracks. Prior to this project, delays were mounting due to the rail traffic. This particular intersection is located in the City of Surprise’s economic development region, which contains 300 businesses. In fact, about 55,000 vehicles travel on Bell Road each day through the intersection and about 35,000 vehicles travel on Grand Avenue. To cut congestion, improve reliability and safety, and bring relief for all in and around the area, ADOT used a design-build method, closing the intersection in order to accelerate the construction timeline. The project began in early January 2016 and the goal was to get the interchange built before the busy holiday shopping season. Because of ADOT’s hard work and dedication, the project opened to traffic on November 22, two days before the official start of the holiday shopping season.
