Illinois Department of Transportation’s Improving safety, CREATEing opportunity: The Forest Hill Flyover project added an elevated rail corridor and additional tracks on Chicago’s South Side. Prior to construction, 90 freight trains and 30 Metra commuter trains crossed at intersecting tracks each day, making it one of the nation’s worst rail bottlenecks. Separating the tracks from street level improved efficiency, safety, and quality of life. Communities no longer face chronically blocked crossings, and first responders can reach emergencies more reliably. 

This $380 million project is the latest success story for the Chicago Region Environmental and Transportation Efficiency or “CREATE” program – a unique public-private partnership between railroads and state and local governments working together to improve the way passengers and goods move over rail while enhancing safety. In addition to the flyover structure, the project included nearby sidewalk and curb repairs, resurfacing, tree planting, bus stop improvements and safety upgrades on local roads. The project repaired streets under viaducts and incorporated safety features such as improved drainage, lighting and sidewalk accommodations for people with disabilities. Another key component of the project was a new bridge carrying railroad tracks over busy 71st Street, resolving a longstanding congestion and safety challenge in Illinois.
