North Carolina Department of Transportation’s Investing in Safety: Spot Safety Program protects lives, reduces long‑term costs, and strengthens communities by delivering targeted safety and operational improvements. Throughout the last five‑year period, the Spot Safety Program allocated $79 million – $12.1 million annually – to 922 projects, with an average investment of $85,000 per project. Funded projects focus on proven countermeasures that improve safety for pedestrians and bicyclists and address lane‑departure and frontal‑impact crashes. These measures include crosswalks, sidewalks, pedestrian signals and hybrid beacons, guardrails, rumble strips, signage, pavement markings, all‑way stops, roundabouts, and reduced‑conflict intersections. Some projects also leverage additional funding sources to maximize available resources. NCDOT conducts before‑and‑after evaluations for most Spot Safety projects, consistently demonstrating significant safety benefits. Results from more than 1,800 evaluations show a 66 percent reduction in fatal crashes and a 28 percent reduction in injury crashes, translating into millions of dollars saved in avoided medical costs, property damage, and lost productivity. Recent analysis shows a staggering 50 to one benefit–cost ratio, demonstrating the program’s ability to deliver high‑value safety outcomes at relatively low cost. The program has also funded approximately 600 all‑way stops, earning national recognition. These projects alone have achieved a 92 percent reduction in fatal and severe injury crashes, delivering life‑saving benefits and meaningful safety improvements for communities across North Carolina.
