Contra Costa County California Department of Transportation’s $216 million New State Route 4 project reduced travel times and increased mobility for the 250,000 residents of eastern Contra Costa County. The 11.8 miles of new roadway allows trips that would normally take a half hour to be reduced to 10 minutes. The collaborative effort between local, county, and state officials led to a successful project to alleviate congestion and support the regional economy without any cost to the state. The locally funded project used mitigation fees on new residential, commercial, and office construction generated the funds necessary for the project. This project is a prime example of innovative financing during times of fiscal restraint by state governments. |
