Kentucky Transportation Cabinet—Consultant Portal

KYTC’s procurement process was becoming a headache for all involved. Multiple steps of the process were found to be challenging in a telecommuting environment (common due to the pandemic), adding to delays. The pandemic forced modernization of a “bogged-down 19-step workflow” and introduced a more efficient way to do things—KYTC’s $1.5 million Consultant Portal.

KYTC’s new Consultant Portal has changed the game for consultants and state employees. It allows a contract to be initialized, advertised, submitted, scoped, estimated, negotiated, approved by multiple agencies and finalized within one system. It also provides electronic approvals and document archiving- cutting through red tape and unnecessary delays. KYTC cut the time between advertising for engineering services on a project to a notice to proceed and project startup from an average of 9 months to 100 days on most contracts. This solution expedites the overall process to help us deliver critical safety and life enhancing transportation projects.
