The $1.2 billion Interstate 15 Express Lanes Project created four extra lanes in the median of I-15 in San Diego, often referred to as a “freeway within a freeway,” in order to combat some of the worst congestion in the area.

The problem became unbearable in the late 1990s, when the roughly 290,000 vehicles that used the 20 mile stretch of the interstate between State Route 163 and State Route 78 experienced 30 to 45 minute delays during peak hours each day. Caltrans fixed this problem by creating the new Interstate 15 express lanes, which speeds up commutes and offers reliable travel times for drivers, fosters public transit, and encourages shared ridership through the free entry for carpools, vanpools, bus riders, and motorcyclists.
