Maryland State Highway Administration set out to fix storm drainage facilities along U.S. 13 in Salisbury, which was dubbed functionally obsolete due to age and development, contributing to the city’s major flooding issues over the years. To add to the problem, SHA had to deal with the fact that both the state and city storm drain systems were interconnected and had to be upgraded. The project constructed more than two miles of storm drain under two contracts, reducing project costs by permitting a variety of pipe options and using two contracts to test two bidding methods. The new $4.8 million storm drain upgrades increased capacity up to 400 percent and were completed 4 percent under budget. |
