Hawaii Department of Transportation’s Port of Honolulu Cargo Pre-Check Program is an innovative, multi-agency partnership that optimizes existing infrastructure to eliminate freight bottlenecks and improve traffic flow along one of Honolulu’s most critical maritime-industrial corridors. With 85 percent of Hawaii’s goods imported – and 90 percent entering through Honolulu Harbor – efficient cargo movement is vital to Hawaii’s economy. Previously, trucks hauling containers between the Sand Island Container Terminal and the Interisland Barge Terminal faced severe congestion. Limited queuing and pull-out space at the interisland terminal gates forced trucks to back up onto Nimitz Highway, with queues extending up to one-third of a mile during peak morning hours. This congestion occurred on a critical commuter route serving downtown Honolulu, severely impacting supply chain reliability and daily mobility. Through this $8,000 project, the Hawaii Department of Transportation decoupled heavy freight traffic from commuter flows by using an off-site weigh station to pre-check cargo. This removed truck queues from the highway and significantly improved corridor performance. Data from the City and County of Honolulu Department of Transportation Services (DTS) demonstrated that average morning peak speeds jumped by 20 percent when the pre-check station is active – creating shorter commutes, reduced idling, and safer travel for thousands of daily users.
