Florida Department of Transportation’s Accelerated Congestion Relief Lanes or ACRL project fast‑tracked improvements along Interstate 4 (I‑4), one of the nation’s most congested corridors. By adding capacity through the construction of new ACRLs, the $22 million project delivered near‑term congestion relief ahead of a major reconstruction effort using a first‑in‑the‑nation delivery approach known as Modified Phased Design‑Build. The I‑4 highway through Osceola and Polk counties carries more than 161,550 vehicles per day – far exceeding its original design capacity. Rapid population growth – combined with freight, tourist, and commuter traffic increases – created severe congestion in both directions. The ACRL project was implemented as an early action under the Moving I‑4 Forward Program to quickly relieve traffic while longer‑term widening and reconstruction efforts move forward. The additional lanes significantly improved speeds and throughput, sharply reducing congestion and generating more than $128 million in user delay savings to date. Those improvements are also expected to reduce annual crashes by more than 300, resulting in an estimated $28 million in savings from fewer traffic‑related incidents.
