North Carolina Department of Transportation’s Statewide Traffic Management Center Interoperability Initiative created a fully integrated traffic operations network that delivers consistent, reliable traffic management statewide – regardless of location, staffing levels, or emergency conditions. By connecting all Traffic Management Centers (TMCs) and the Statewide Transportation Operations Center (STOC), the $5 million project ensures continuous monitoring, faster incident detection, quicker clearance, and consistent public communication. The system proved its value during Hurricane Helene, when flooding forced the closure of Mountain TMC facilities. The STOC seamlessly assumed operations, maintaining real‑time traffic monitoring and public communication without disruption. This continuity directly supported emergency response efforts and enhanced public safety during a critical event. The initiative strengthens coordination among NCDOT staff, customer service representatives, and the NC State Highway Patrol by providing real‑time access to traffic conditions, camera feeds, and shared communication platforms. These capabilities support incident management, emergency response, and evacuation coordination.

Rather than constructing new facilities, NCDOT maximized existing infrastructure by integrating ITS devices, communications systems, operational platforms, and staff across all centers. To further improve reliability and response times, NCDOT developed a centralized contact matrix identifying points of contact across 14 divisions and 100 counties. Managed by field staff, the tool ensures rapid coordination during emergencies, including overnight and off‑hours incidents.
